In this note, we propose a Frank-Wolfe type Theorem for the existence of cubic programming problems. Our main tools are structure of 3-dimension tensors, S-lemma, recession cone, and properties of cubic functions. The obtained result is a partial answer to the open question for the existence in cubic program.
